When it sendsSent on-demand when a platform-level (super) admin tests the central System SMTP — the fallback mailbox used for welcome emails, password resets and any tenant that has not set up its own SMTP.

RecipientsThe address entered by the super-admin (single recipient).
NotesFailure here is a platform-level alarm — it means tenant welcome and OTP emails will not be deliverable.
